# CMS Parity Modernization

> How Meridian should replace CMS functionality with a modern, multi-campus design

## Goal

Meridian should cover the **intention and outcomes** of CMS, not copy legacy implementation details. The target is full operational parity for campus organization management while preserving Meridian's strengths in UX, engagement, events, and configurability.

## Product Principles

1. **Port outcomes, not workflows**\
   Example: port "financial accountability" instead of porting CMS-specific table shapes and review screens.
2. **Policy-driven, tenant-configurable architecture**\
   Campus-specific rules must be configuration, not hardcoded logic.
3. **Composable platform services**\
   Reuse common services (forms, workflows, notifications, analytics, search) across modules.
4. **Progressive complexity**\
   Small campuses get simple defaults; large campuses can enable advanced controls.
5. **Modern UX-first execution**\
   Keep core workflows fast, mobile-friendly, and role-aware.

## Capability Decisions (Bring Over / Rework / Leave Behind)

### Bring Over and Modernize

#### 1) Organization Governance

Bring over from CMS:

* Organization lifecycle (active/sunset/inactive)
* Officer/member structure and role governance
* Constitution/charter management
* Membership history/audit trail

Modern Meridian design:

* Tenant-configurable lifecycle policies (renewal, sunset, inactivity)
* Versioned governance docs with optional approval flow
* Role term windows (start/end), handoff support, delegated responsibilities

Cross-campus model:

* Renameable terminology (`constitution`, `charter`, `bylaws`)
* Required artifacts by org type (club, student government, greek, etc.)

#### 2) Membership and Access Control

Bring over from CMS:

* Formal membership operations, officer constraints, historical accountability
* Group/team style segmentation

Modern Meridian design:

* Keep `OrgMember` as canonical membership object
* Add first-class **sub-teams/committees** under orgs
* Time-bound role assignments and transition workflows
* Reusable permission bundles for events, finance, messaging, and docs

Cross-campus model:

* Campus-selectable member statuses (active, advisor, alumni, external)
* Optional compliance gates for sensitive roles

#### 3) Budgeting and Finance (largest parity gap)

Bring over from CMS:

* Budget creation and annual cycle
* Structured line-item planning
* Reviewer workflow with comments and revisions
* State transitions and finalization
* Operational reporting and exports

Modern Meridian design:

* **Budget templates** per tenant and org type (categories, required fields, attachments)
* **Workflow engine** for multi-stage approvals and appeals
* Revision diffing, inline comments, mention-triggered notifications
* Spreadsheet import/export and API-ready export payloads

Cross-campus model:

* Small campus: single-stage approvals
* Large campus: multi-stage chains (student gov -> finance -> final approver)
* Tenant fiscal calendar and terminology controls

Integration points:

* Existing notifications
* Existing org role permissions
* Existing analytics dashboards
* Event impact data as budget context

#### 4) FOAPAL Intent -> Accounting Dimensions

Bring over from CMS:

* Structured financial coding and validation

Modern Meridian design:

* Replace FOAPAL-specific assumptions with configurable **Accounting Dimensions**
* Tenant-defined code schema (fund, account, cost center, program, class, grant, etc.)
* Validation rules and external system sync adapters

Cross-campus model:

* ERP adapter strategy (Banner, Workday, PeopleSoft, custom CSV)
* No-integration campuses can run local code tables with export

#### 5) Inventory and Asset Operations

Bring over from CMS:

* Inventory records and condition tracking

Modern Meridian design:

* Asset module with check-in/out, assignments, incidents, maintenance cycles
* QR-tag support for scan-first mobile operations
* Asset-level permissions and audit logs

Cross-campus model:

* Optional module per tenant
* Asset templates by category (AV, sports, production, etc.)

#### 6) Search, Reporting, and Admin Operations

Bring over from CMS:

* Cross-entity search and report capabilities
* Staff/admin controls for operations

Modern Meridian design:

* Unified search index across orgs, members, events, budgets, assets, forms, messages
* Saved reports, subscriptions, scheduled exports
* Role-aware dashboards by admin persona (activities, finance, risk)

Cross-campus model:

* Tenant report packs and retention policies
* Permission-scoped access to sensitive data

### Legacy Patterns to Leave Behind

Do not carry these directly into Meridian:

* Campus-specific role logic hardcoded in application code
* Rigid hierarchy assumptions that block local campus variants
* Legacy DB import constraints and old schema artifacts
* Duplicated admin experiences with inconsistent UX
* Form-heavy screens without contextual guidance or collaboration features

## Meridian Expansion Plan (recommended)

### Phase 1: Platform Foundation

* Policy engine for tenant and org-type configuration
* Lifecycle statuses and governance doc versioning
* Membership history and role-term support

### Phase 2: Finance MVP

* Budget templates
* Multi-stage review workflow + comments + revisions
* Basic exports and finance dashboards

### Phase 3: Operations Depth

* Accounting dimensions and external adapter framework
* Inventory/assets module
* Scheduled reporting and subscriptions

### Phase 4: UX and Scale Enhancements

* Mobile-first finance/admin actions
* Intelligent suggestions (classification and anomaly detection)
* Guided onboarding by campus policy profile

## Decision Framework for New Parity Features

Before implementing a CMS-derived feature, require all five checks:

1. **Outcome clarity**: clear institutional value
2. **Cross-campus applicability**: works for multiple campus archetypes
3. **Operational ROI**: measurable reduction in admin burden or risk
4. **UX viability**: can be delivered with a modern low-friction flow
5. **Composability**: leverages shared platform services

If a feature fails multiple checks, it should be optional plugin scope or explicitly deferred.

## Final Recommendation

Treat CMS parity as a **capability migration**, not a screen-by-screen rewrite. Meridian should absorb CMS's operational intent (governance, budgeting, inventory, admin reporting) while preserving Meridian-native strengths (events, messaging, mobile, configurable org RBAC, multi-tenant architecture).
